El Departamento de Nariño tendrá, por el termino de cuatro años, a partir de la vigencia de esta ley, derecho preferencial al de toda otra persona para presentar al Gobierno Nacional propuesta o propuestas de contratos, para la explotación de las solfataras de Cumbal, Azufral, Galeras, Doña Juana y demás yacimientos de azufre de propiedad nacional que se encuentren dentro del territorio de dicho Departamento.
