Sede electrónica. Se entiende por sede electrónica, la dirección electrónica oficial de titularidad, administración y gestión de cada autoridad competente, dotada de las medidas jurídicas, organizativas y técnicas que garanticen calidad, seguridad, disponibilidad, accesibilidad, neutralidad e interoperabilidad de la información y de los servicios, de acuerdo con los estándares que defina el Gobierno nacional. Toda autoridad deberá tener al menos una dirección electrónica.
