Las observaciones u opiniones presentadas o los proyectos de ley y Acto Legislativo deberán formularse por escrito, en original y tres copias o a través de los medios digitales que se habiliten paro tal fin. En ambos casos, se remitirá una copio al ponente del proyecto y a los miembros de la Comisión de manera digital y serán publicadas en la Gaceta del Congreso.
