La cantidad decretada en esta Ley se apropiará en los Presupuestos de las vigencias de 1968 y 1969. En caso contrario el Gobierno abrirá los créditos, hará las traslaciones en el Presupuesto, firmará los documentos de crédito a favor de la diócesis, negociará empréstitos con la responsabilidad de la Nación en operaciones de crédito, y celebrará toda clase de negociaciones financieras que fueren necesarias para la efectividad del presente mandato legal.
