En el Presupuesto de la próxima vigencia se incluirán las partidas de que tratan los artículos 1°,2° y 3° de la presente Ley, pero si así no lo hiciere, queda facultado el Gobierno para abrir los créditos o efectuar los traslados indispensables con objeto de dar cumplimiento a lo dispuesto en los artículos anteriores.
