Mientras los municipios y distritos adoptan o adecuan los planes de ordenamiento territorial en el término previsto en el artículo 23 de esta ley, regirán en las materias correspondientes los planes de desarrollo, los planes maestros de infraestructuras, los códigos de urbanismo y normas urbanísticas vigentes.
