Sistema de comparación. Para efectos de comparación, el valor de cada una de las posturas conjuntas se distribuirá por área, aplicando a cada área el porcentaje que arroje el valor de la mejor postura individual para dicha área con respecto al total de la sumatoria de la mejor postura individual de cada una de las áreas subastadas. En el evento que no haya postura individual para una o más áreas para calcular el porcentaje referido, se tomará como uno de los sumandos el valor mínimo fijado por el Ministerio de Comunicaciones para el área correspondiente.
