Del fomento. El Estado a través del Ministerio de Cultura y las entidades territoriales, fomentará las artes en todas sus expresiones y las demás manifestaciones simbólicas expresivas, como elementos del diálogo, el intercambio, la participación y como expresión libre y primordial del pensamiento del ser humano que construye en la convivencia pacífica.
