Los auxilios a que se refiere esta Ley serán incluídos forzosamente por el Congreso y el Gobierno en el Presupuesto Nacional de los años 1964, 1965, 1966, 1967 y 1968. En caso de que no fueren incluídas las citadas partidas en el Presupuesto Nacional, queda facultado el Gobierno para abrir los créditos y hacer los traslados y apropiaciones presupuestales necesarias para que se cumpla la presente Ley.
