Art. 11. En materia de obras públicas se atenderá : 1.° A la conservacion de los edificios existentes ; 2.° A la reparacion i adaptacion urjente de los que estén aplicados a algun servicio nacional ; 3.° A la construccion del Capitolio nacional: Todas las demas obras públicas quedarán sujetas a los recursos que permitan emplear en ellas los productos de las rentas.
