Artículo cuarto El Almacenista General es responsable de ante el Ministerio por el buen manejo, administración y dirección de los elementos y equipos. Para ello se considera que todos los Almacenistas al servicio del Ministerio dependen del primer término del Almacenista General. Y a el deben rendir cuentas enviándoles copia de la que mensualmente están obligados a presentar a la Contraloría General y contestando las observaciones que se le formulen a fin de que todas las operaciones se crucen debidamente
