De la vigencia y alcance del presente Estatuto. Este Decreto rige a partir de la fecha de su publicación y, por regular íntegramente la materia, deroga las disposiciones de carácter general o particular vigentes sobre los contratos de que trata, en las entidades a que el mismo se refiere, en especial los Decretos 1670 y 2449 de 1975.
