Lo dispuesto en el artículo anterior se aplicarán en las salinas del departamento de Boyacá, salvo en aquellas donde fuere difícil vigilar el contrabando, respecto de las cuales queda facultado el Gobierno para escoger el sistema de explotación que más convenga; pero el Gobierno no podrá arrendar las salinas de Chita y Muneque mientras pueda establecer en ellas la libre elaboración.
