Art. 21. En cada capital de Departamento habrá una Junta compuesta del Gobernador, del Secretario de Instrucción Pública, del Rector de la respectiva Universidad o colegio y de dos vecinos amantes de la instrucción pública, designados por el mismo Gobernador. Esta Junta se denominará Junta departamental de Instrucción pública, y su objeto será el de velar por la buena marcha de la instrucción en el Departamento.
