Artículo tercero. Los congresos sindicales son nacionales, departamentales o municipales, según que concurran representantes de las entidades sindicales que funcionan o actúan dentro del territorio nacional, departamental o municipal; y simultáneamente son plenarios o parciales, según estén representadas en ellos todas las organizaciones sindicales que funcionan dentro del territorio nacional, departamental o municipal, o una porción de ellas.
