El Jurado Electoral expedirá la cédula a los que la soliciten y que reúnan las condiciones constitucionales y legales para poder sufragar, observando en todo caso las prescripciones de este Decreto. No se expedirá cédula a los individuos que estén privados de los derechos políticos.
