En los años de 1939 y 1940 se cubrirán los contados restantes, por sendas partidas de ciento cincuenta mil pesos ($ 150,000.00), para lo cual se incluirán las partidas correspondientes en los respectivos Presupuestos. En caso de que el Gobierno no hiciere la apropiación debida en las citadas legislaturas, queda ampliamente autorizado el Gobierno para abrir los créditos correspondientes y hacer los traslados que fueren necesarios.
