De las transferencias que deban hacerse por concepto de la participación en el impuesto a las ventas al Distrito Especial de Bogotá y a los Municipios de los Departamentos, Intendencias y Comisarías, la Nación hará las siguientes retenciones: 1) Para Municipios entre 100.000 y 500.000 habitantes, el 30% a partir del 1º de julio de 1986. 2) Para Municipios de más de 500.000 habitantes, el 50% a partir del 1º de julio de 1986. Las sumas retenidas deberán ser giradas directamente por la Nación a los Fondos Educativos Regionales, FER, del Distrito Especial de Bogotá o del territorio al que pertenezcan los respectivos Municipios.
