º El Estado podrá suplir en cualquier tiempo las deficiencias que se presenten en la prestación del servicio público del transporte terrestre automotor de carga, en la forma prevista en la Constitución y las leyes. Igualmente podrá intervenir en los servicios particulares de transporte terrestre automotor de carga, cuando así lo requieran las necesidades del servicio o cuando las condiciones que se preste participen de las características del servicio público, caso en el cual deberán cumplir con los requisitos que este Estatuto y los reglamentos dispongan.
