Art. 21. Los Administradores principales de Hacienda formarán, cuando el impuesto no esté arrendado, una relación mensual del número de reses mayores dadas al consumo en cada uno de los distritos, fracciones ó agregaciones, cuyas cuentas deben examinar, tomando los datos necesarios para ello de las referidas cuentas. Esta relación se remitirá á la Secretaria de Hacienda de la República tan pronto como se reciban dichas cuentas, las cuales deberán llegar á la Administración en los primeros quince días del mes siguiente á aquel á que se contraigan. Si no se recibieren oportunamente, se reclamarán con apremio.
