El uso obligatorio de la estampilla de que tratan los artículos anteriores de esta Ley, se limita exclusivamente al Departamento del Valle del Cauca y al Municipio de Cali, en la forma dispuesta en los artículos siguientes. La emisión de las estampillas será hasta de $ 50'000.000.00, en total, y la cuantía correspondiente a cada entidad se determinará entre el Gobierno, la Gobernación del Valle del Cauca y la Alcaldía de Cali.
