º . Para el cabal cumplimiento de las normas que regulan los aspectos presupuestales contenidos en el Capítulo V del Título III del Decreto extraordinario 80 de 1980, las instituciones oficiales de educación superior establecerán los requisitos y procedimientos internos de manejo del sistema presupuestal, de conformidad con las normas estatutarias, las contempladas en el presente Decreto y las consagradas en el Decreto extraordinario 294 de 1973.
