Las zonas francas podrán asociarse con otros organismos públicos o con personas naturales o jurídicas cuyo capital sea mixto o privado, con el fin de constituir empresas encargadas de prestar servicios a sus usuarios o de desarrollar actividades que redunden en beneficio de los mismos.
