Campo de aplicación. El presente decreto aplica a las personas naturales o jurídicas que realicen transacciones primarias, secundarias o finales, con sustancias modelantes permitidas, en el territorio nacional; así como a las Entidades Administradoras de Planes de Beneficio (EAPB), las Instituciones Prestadoras de Servicios de Salud, prestadores de servicios de salud independientes, las secretarías de salud departamentales, distritales o municipales, el Instituto Nacional de Vigilancia de Medicamentos y Alimentos (Invima) y la Superintendencia Nacional de Salud.
