Créase la Circunscripción Electoral de La Guajira, que comprende el territorio del Departamento del mismo nombre, la cual elegirá un mínimo de tres (3) Senadores y tres (3) Representantes conforme lo dispone la Constitución Nacional. Mientras esté vigente el artículo 2º. de la Reforma Plebiscitaria de 1957 esta Circunscripción elegirá cuatro (4) Senadores y cuatro (4) Representantes.
