El avalúo de los terrenos a que se refiere la presente Ley, se hará por medio de peritos designados así: el Alcalde, el Personero y el Presidente del Concejo, designarán uno; el Gobernador del Departamento designará otro: y la Cámara de Comercio de Cartagena designará el tercero, el cual actuará en todos los casos en que los dos peritos primeramente nombrados no llegaren a ponerse de acuerdo.
