Vigencia. El presente decreto rige a partir de la fecha de su publicación, deroga los Decretos 59 de 1999 y 1013 de 2000 y demás disposiciones que le sean contrarias y surte efectos fiscales a partir del 1º de enero de 2000, salvo lo dispuesto en el artículo 17.
