º . A través del requisito de licencia previa, el Gobierno regulará las importaciones en la medida en que lo juzgue necesario, para lograr los siguientes objetivos

a)

Graduar la demanda futura de cambio exterior;

b)

Restringir los consumos superfluos, y

c)

Coordinar la política de importaciones con los planes de desarrollo económico y social.
