Si en cualquier mes del año fiscal, el Gerente o Director estima que los ingresos del año pueden ser superiores al total de los gastos y obligaciones, propondrá a la Junta o Consejo Directivo las medidas conducentes a la reducción de las apropiaciones presupuestales o al aplazamiento de los gastos no indispensables.
