Art. 17. Cuando el depósito para tener derecho á la licitación fuere mayor que el exigido conforme á las disposiciones de este Decreto, el proponente puede ceder el excedente por medio de un giro á cargo del depositario y á favor del Gerente de Rentas para que un tercero entre en licitación.
