Las Asambleas de los Departamentos pueden reservarse el nombramiento de los empleados departamentos creados por ordenanzas y que no tengan el carácter de Agentes del Gobernador, excepto los Tesoreros Generales del Departamento, los Recaudadores, Gerentes o Administradores Generales de las rentas, que siempre serán nombrados por el Gobernador del Departamento.
