º Conforme al artículo 12 de la Ley 38 de 1989, los establecimientos públicos del orden nacional podrán atender con recursos propios obligaciones amparadas con aportes del Presupuesto General de la Nación para las cuales la Tesorería General de la República no hubiere situado los recursos, siempre y cuando el Consejo Superior de Política Fiscal, Confis, haya aprobado los respectivos acuerdos de gastos.
