Desde la sanción de la presente Ley, el consejo de Estado Plano conocerá de apelaciones a que se refiere el artículo 7º de la Ley 12 de 1923 , sobre reorganización de la contabilidad oficial y creación del Departamento de Contraloría.

El Consejo Pleno acordara el procedimiento que debe seguirse para conocer de estas aplicaciones mientras se dicta la correspondiente ley, y remitirá al Congreso respectivo para los fines del caso.
