En la ruta del proyecto de ferrocarril de Cúcuta al río Magdalena, y en lugar que a juicio de la Comisión de Ingenieros que hizo el trazado de la vía fuere más adecuado, se procederá a fundar una colonia penal y agrícola que se denominará Almeida , en memoria de los próceres norte-santandereanos de ese apellido.
