º Las personas que exploten económicamente terrenos baldíos deben solicitar el respectivo título de adjudicación en la forma prevista por las leyes pertinentes, y el Ministerio de Agricultura y Comercio, así como las Gobernaciones, Intendencias y Comisarías y Comisarías, darán curso a las solicitudes y el primero expedirá el título definitivo, si no hubiere inconveniente legal.
