El Gobierno procederá inmediatamente a ejecutar por administración directa el estudio y construcción del ferrocarril Tumaco-Ipiales-Pasto.
El estudio en referencia se hará sobre el terreno y comprenderá la verificación del trazado hecho y el examen de otra vía conveniente para que este ferrocarril Tumaco-Ipiales-Pasto, pase, en lo posible, por la ciudad de Barbacoas.
