De, conformidad con lo dispuesto en el artículo 1 o de la Ley 7 a de 1944, el "Protocolo de Enmienda al Tratado de Cooperación Amazónica", firmado en Caracas, el día catorce (14) de diciembre de mil novecientos noventa y ocho (1998), que por el artículo 1 o de esta ley se aprueba, obligará al país a partir de la fecha en que se perfeccione él vínculo internacional respecto del mismo.
