Artículo primero. La Nación rinde honores a la memoria de Don Pedro de Heredia, ilustre fundador de Cartagena, ciudad denominada por sus sacrificios en la gesta de la Independencia de Colombia y América: "La Ciudad Heroica". Así mismo exalta la memoria de sus valerosos y epónimos ciudadanos, cuya vida y conducta ejemplares han sido paradigma en el transcurrir republicano.
