Instituciones de Educación Superior. En desarrollo del principio de la autonomía universitaria, las instituciones de educación superior podrán implementar los temas de competencias que fortalezcan la cultura ciudadana y la convivencia, así como el respeto por las normas y las autoridades, en sus programas académicos y su modelo educativo, para lo cual podrán definir las acciones educativas que permitan a la comunidad académica contar con espacios de aprendizaje, reflexión y diálogo para la convivencia.
