En una de las faces del pedestal del monumento del prócer Herrera y Vergara se grabaran las siguientes inscripciones:

1ª Colombia a Ignacio Herrera y Vergara.

2ª La patria inmortalizara su nombre. Yo he dicho, y lo promoveré, que se le erija a usted una estatua en esta ciudad, como al héroe inmortal de la libertad del Reino ... (Palabras del prócer y mártir Joaquín de Caycedo y Cuero a don Ignacio de Herrera y Vergara, escritas en Cali el 13 de agosto de 1810).
