El llamamiento de los suplentes de los Magistrados de los Tribunales se hará, por quien corresponda, empleando para ellos el mismo procedimiento de que tratan los artículos 17 y 18, y a tales suplentes les cobija también lo dispuesto en el artículo 16.

Corresponde a los Gobernadores respectivos nombrar Magistrados interinos, cuando las faltas de los principales no pueden ser llenadas por los suplentes.
