Art. 17. Terminadas aquellas obras, los Estados donde se hayan construido tendrán derecho a una parte del. producto neto de aquellas, deducidos tambien los gastos de conservacion, proporcional al capital invertido en el territorio del respectivo Estado en las mismas obras.
