En caso de apelación que impugne la elección de uno o más Concejales, la Comisión Escrutadora Municipal se abstendrá de expedir las credenciales de éstos y remitirá todos los documentos y las actas pertinentes a los Delegados de la Corte Electoral para que se resuelva el asunto, y expidan las credenciales a quienes correspondan, quedando agotada la vía gubernativa.
