La suma girada al Tesorero Municipal de Vélez, con destino a la construcción del edificio de educación primaria denominado "Instituto Kennedy", de conformidad con lo dispuesto sobre este particular en la respectiva apropiación presupuestal correspondiente a la vigencia fiscal de 1965, suma que permanece inmovilizada en la Tesorería de dicho Municipio por no haber tenido cumplimiento la finalidad prevista, se aplicará a la construcción del edificio destinado al Ateneo Cultural de Vélez.
