Competencia de los Ministerios para expedir reglamentación . Los Ministerios de Minas y Energía, de Transporte, de Ambiente y Desarrollo Sostenible, de la Salud y de la Protección Social, o quien haga sus veces, dentro de sus competencias, expedirán la regulación aplicable a la producción, almacenamiento, transporte, distribución, infraestructura, uso, vigilancia y control de las mezclas aquí estipuladas, así como a las emisiones permitidas y demás controles ambientales y de salubridad pública.
