De las deudas de difícil recaudo. Una vez en firme la sanción económica impuesta y si el sancionado ha salido del país por más de cinco (5) años continuos o discontinuos sin efectuar el pago total o parcial de la misma, la cartera se considerará de difícil recaudo y en consecuencia se castigará conforme a las disposiciones vigentes y a la reglamentación que se expida.
