La Dirección General del Presupuesto Nacional presentará al Consejo Superior de Política Fiscal, Confis, el proyecto de presupuesto de ingresos y gastos y sus modificaciones. El Confis o quien éste delegue, aprobará por resolución el presupuesto y sus modificaciones.
