Art. 2.º El Poder Ejecutivo podrá comprometer para el pago de los intereses de la nueva deuda, los ramos de ingresos del Tesoro federal que estime conveniente; i arreglar el modo i términos de dicho pago, de manera que dé completa seguridad a los acreedores sobre el cumplimiento del nuevo Convenio.
