En vierud de la disposición constitucional que confiere al Presidente de la República la facultad de reglamentar, dirigir e inspeccionar la instrucción pública nacional (artículo 120, numeral 15), y de conformidad con lo dispuesto en los artículos 9, 10, 11 y 12 de la Ley 56 de 1927, es requisito absolutamente indispensable para ingresar a las Facultades universitarias, oficiales o privadas, la rendición previa de un examen de cultura general, cuya aprobación se estimará que da derecho a matricula.
