Exceptúase de lo dispuesto en el artículo anterior el servicio de radiodifusión combinada (Televisión), por el cual, no obstante la transmisión de señales a ser recibidas por el público, es un servicio que prestará el Estado, los particulares podrán originar programas que incluyan propaganda comercial, conforme a las normas y reglamentos que al efecto se establezcan y sin perjuicio de los fines docentes, culturales e informativos de dicho servicio.
